The City of Biddeford, Orton Family Foundation, and the Heart of Biddeford (hereinafter “Partnership”) sought a qualified professional Consultant or Consultant Team (hereinafter “Consultant”) to assist the Partnership in developing a Master Plan for Biddeford’s Downtown, as part of the Heartworks Downtown Master Planning Project (hereinafter “Heartworks Project”). The Heartworks Project aims to engage the community in identifying attributes that make Biddeford unique, and to build on these features to create a vibrant and enduring future. The Downtown Master Plan will provide the roadmap for implementing the community’s vision for the future of Downtown. The goal is to adopt the Master Plan as a chapter of the City’s Comprehensive Plan.

We received 11 extremely qualified proposals from around the United States, mostly from the Northeast Region.  We held a rigorous interview process, electing to interview four candidates.  We selected Planning Decision, Inc. of South Portland, with Mark Eyerman as the lead consultant on this project.

We want to thank all of the consultants for their submissions.  It really means so much to us the level of insight and interest we received in response to this Request for Proposals.  The final decision was incredibly difficult and we are very grateful for the time and energy the consultants who sent in a proposal spent on their proposals for our unique project.
